DHS Citizen Review Panel

The Na Kupa Alo Ana O Hawai`i Citizen Review Panel (CRP) was established in 2011 pursuant to the federal Child Abuse Prevention and Treatment Act (CAPTA), as a condition of the State Department of Human Services receiving certain federal funds.  The CRP is tasked with reviewing the efficacy of Hawaii’s child welfare system and making recommendations for systemic improvements.  Because there was very little public information about the powers, duties, membership, or efficacy of the CRP, Public First requested the CRP’s most recent annual report and DHS’s response; clarification on the number of citizen review panels Hawaii is required to maintain; budgetary information; and a year’s worth of meeting agendas and minutes.
