The State charges police commissions with the responsibility to determine whether police officers qualify for legal counsel provided by the county. Consistent with its rules (see Rule 11), the Honolulu Police Commission receives notice of requests for legal counsel on form HPD 195 with a copy of the document served on the officer. The officer has the option to request a contested case proceeding. The Commission then sends the officer a letter regarding its decision to approve or deny the request.
