The Honolulu City Council created an HPD Staffing and Retention Task Force to study Honolulu Police Department recruitment and retention issues.  The Task Force issued its final report and recommendations on December 1, 2025.  Public First requested Task Force meeting materials from Council.  Council provided only one document.  Public First then sought and obtained additional records from HPD.
