2021 Legislative Session

The Law Center submitted the following testimony during the 2021 legislative session.  The descriptions of each bill were copied from the Capitol website.

S.B. 2038

Permits two or more members of a board to attend state of the city, state of the county, state of the State, or state of the judiciary addresses; provided that the board members do not discuss board business and no commitment to vote is made or sought. (SD1)

S.B. 2090

Clarifies and expands procedural requirements for judicial review of an agency’s denial of access to a government record. Provides procedural requirements and standards of review upon appeal. (SD1)

S.B. 2304

Provides that family courts may withhold from public inspection any record of a denied temporary restraining order or denied protective order; provided that these records shall remain accessible to law enforcement without a court order.

S.B. 2664

Requires the board of education to hold no less than six community forums annually, with at least one forum in each county. Requires the board to include an open forum for public comments on non-agenda items. Requires a report to the Legislature on implementing open forums. Effective 7/1/2051. (HD1)

S.B. 2869

Exempts certain specific types of alternative investment fund information from disclosure under chapter 92F, the disclosure of which would put the system at a competitive disadvantage and frustrate its legitimate government function.

S.B. 3045

Establishes a prescription affordability commission within the Department of Commerce and Consumer Affairs to review prescription drug costs and establish levels of reimbursement.  Appropriates moneys.

S.B. 3095

Ensures the community health system remains financially viable in the face of healthcare value transformation; ensures access to quality and affordable prescription drugs by vulnerable populations served by community health centers, special needs clinics and other nonprofit healthcare entities covered by the federal 340B pharmacy program.

S.B. 3103

Establishes the School Facilities Agency to be responsible for all public school development, planning, and construction, related to capital improvement projects assigned by the Legislature, Governor, or Board of Education. Places management of school impact fees with the agency. Appropriates funds. Effective 7/1/2050. (SD2)

Requesting the Office of Information Practices to conduct a modified appeal resolution pilot project.

H.B. 2060

Provides that family courts may withhold from public inspection any record of a denied temporary restraining order or denied protective order; provided that these records shall remain accessible to law enforcement without a court order. Takes effect on 7/1/2050. (HD1)

H.B. 2105

Authorizes physicians to engage in collective mediation with health benefit plans.

H.B. 2264

Establishes the Executive Office on Broadband Development within the Office of the Governor. Establishes the Hawaii Broadband Advisory Council. Establishes the Hawaii Broadband Advisory Council special fund. Appropriates funds.

H.B. 2313

Exempts certain specific types of alternative investment fund information from disclosure under chapter 92F, the disclosure of which would put the system at a competitive disadvantage and frustrate its legitimate government function.

H.B. 2317

Protects vulnerable adults from financial exploitation in relation to securities.

H.B. 2510

Requires the board of education to hold no less than six community forums annually, with at least one forum in each county. Requires the board to include an open forum for public comments on non-agenda items at the end of each public meeting through June 30, 2025. Requires a report to the legislature on implementing open forums. Takes effect on July 1, 2050. (HD1)

H.B. 2712

H.B. 2744

Establishes the gun violence and violent crimes commission. Requires reports to the Legislature. Makes it a class C felony to purchase, manufacture, or otherwise obtain firearm parts for the purpose of assembling a firearm having no serial number. Amends certain requirements relating to firearms registration. Takes effect on 7/1/2050. (SD1)
