Requires board packets be made available for public inspection and provide notice of the availability of board packets. Requires boards to allow oral testimony to be presented on agenda items separately and at the time the item is first brought up for discussion at the meeting. Establishes notice and disclosure requirements for emergency meetings. Clarifies notice filing requirements, allows electronic mailing of meeting notices, and requires electronic posting of meeting notices, cancellation notices, and meeting minutes. Effective 7/1/2050. Authorizes UH to create, promote, and participate in new economic enterprises and expand workforce opportunities based on inventions and discoveries generated by or at the University.
Allows county council members to transmit certain government records to other county council members under specified conditions. Effective 7/1/2050. Sunsets on 6/30/2019. (SD1)
Amends conditions under which two or more members of a board may attend an informational meeting or presentation on matters relating to official board business. Allows members of a county council to attend such meetings or presentations without limitation on the number of attendees.
Requires police departments to disclose to the Legislature the identity of an officer upon the officer’s second suspension in a five-year period or discharge. Requires disclosure under the Uniform Information Practices Act after a police officer’s second suspension in a five-year period.

Provides that upon request from a public agency, OIP may under certain conditions declare a person a vexatious records requester and restrict the person’s rights under the Uniform Information Practices Act. Establishes processes to appeal the declaration of a person as a vexatious records requester. Repeals on June 30, 2020. (HB1518 HD1)

Regulates the use of body-worn video cameras by law enforcement officers and body-worn video camera footage.
Establishes requirements for body-worn cameras and vehicle cameras for county police departments. Establishes policy guidelines for the use and discontinuance of use of body-worn cameras by police officers. Establishes certain restrictions on the use of body-worn cameras by on-duty police officers. Adds retention and deletion requirements for body-worn camera footage. Prohibits certain uses of body-worn camera video footage. Establishes violations of recording and retention requirements. Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras and law enforcement vehicle cameras; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county. Requires the county police departments to report costs of implementing and maintaining the body-worn camera and vehicle camera program to the legislature. Takes effect on 1/1/2018.

Allows the office of information practices to adopt rules that all state and county agencies subject to the Uniform Information Practices Act must follow for consistency in agency record protection responsibilities.

Clarifies that such meetings shall be open to the public for purposes of permitted interactions.
Amends the appointment process of certain members of the Hawaii Tourism Authority’s (Authority) Board of Directors (Board). Clarifies the Authority’s reporting and disclosure of specific information. Requires the Board to develop policies and procedures on approving expenditures of excess or carryover funds. (SB1084 HD1)
Allows the minutes at public agency meetings to be kept by written or recorded means.
