On July 18, 2025, Public First objected to the City & County of Honolulu’s motion to seal Honolulu Police Department body-worn camera footage and a manual of procedure as exhibits to the City’s motion for summary judgment in Patrick Wieland v. City & County of Honolulu, No. 24-CV-215. The plaintiff alleged, among other things, that HPD’s detention of him on an extradition warrant violated constitutional rights. The body-worn camera footage depicted plaintiff’s arrest. And the HPD manual concerned extradition procedures. The City argued that the exhibits should be sealed based on exceptions to the state public records law. The City’s motion will be heard by Chief Judge Derrick K. Watson on August 8, 2025. No. 25-MC-257.
